I. Inquiry Announcement（The Second Time）

In order to meet the requirements of Environmental Protection Acceptance upon Completion of 2*350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd., the Company intends to determine the supplier for environmental protection acceptance upon completion of 2*350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd. through inquiry, and hereby issues a procurement announcement（The Second Time）. All eligible suppliers are welcome to participate in the quotation.

I. Project Overview
Huadian Sihanoukville Power Generation Co., Ltd. (hereinafter referred to as “Sihanoukville Company”) is mainly engaged in the investment, construction, and operation of the Cambodian Sihanoukville 2×350MW Coal-fired Power Plant Project (hereinafter referred to as “Sihanoukville Project”). The Sihanoukville Project is located on the seaside of Sihanoukville, about 15 km northeast of Sihanoukville, Cambodia, facing Kampong Som Bay, Sihanoukville in the north. Sihanoukville is located on the southern coast of Cambodia, bordering Kampot Province in the east and Koh Kong Province in the north, with a highway mileage of about 205 km from Phnom Penh.

II. Procurement Content
1. Project name: Environmental Protection Acceptance of 2*350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd.
2. Procurement contents: According to the requirements of the EIA report, after the power plant is put into operation, it is required to carry out an acceptance monitoring of environmental protection upon completion; prepare and publish the Environmental Protection Acceptance Report on Completion of 2×350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd., according to the monitoring results; Be responsible for communication and coordination with the Ministry of Environment of the Kingdom of Cambodia, pass the review by the Ministry of Environment within three months after the contract comes into effect, and obtain the approval documents or official letters from the Ministry of Environment that have passed the environmental protection acceptance. The specific requirements are set out in the Technical Specifications.
3. Service term: The planned commencement date is June 1, 2023 (subject to the notice from the Purchaser). Within three months after the contract comes into effect, it shall pass the review by the Ministry of Environment and obtain the approval documents or official letters from the Ministry of Environment for environmental protection acceptance.
4. Place of service: Huadian Sihanoukville Power Generation Co., Ltd., in Sihanoukville, Cambodia

III. Qualification Requirements for Suppliers
1. The Supplier must be an enterprise legal person registered in the Kingdom of Cambodia and provide the business license, tax registration certificate, and legal person identification documents.
2. The Supplier must hold valid environmental monitoring qualifications recognized by the Ministry of Environment of Cambodia.
3. Any offer from a consortium is unacceptable.

IV. Application and Evaluation
1. The evaluated lowest price method is adopted for this evaluation.
2. After evaluating the response documents of each supplier as required, the Purchaser will select the supplier meeting the following requirements as the successful supplier.
(1) Pass the qualification examination;
(2) The response documents substantially respond to the requirements of the procurement documents.
3. The Purchaser does not guarantee that the supplier with the lowest quotation will win the bid, nor is it obliged to make any explanation to the suppliers who fail to win the bid.

VI. Procurement Arrangement
1. Distribution of procurement documents: Due to COVID-19, please make contact with the procurement contact person during the announcement for this inquiry document, and receive the procurement documents by email. Contact email: [email protected]. If there is any doubt in the procurement process, it may also be sent to this email address; otherwise no reply will be given. The title of the email must be “Quotation Query for Environmental Protection Acceptance upon Completion of 2*350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd. (** Company or Individual)”.
2. Deadline for receiving the response documents: 11:00, May 29, 2023 (Cambodia time).
3. Receiving mode: The signed and sealed scanned version of the bidding documents in PDF and an editable electronic version of the quotation list shall be sent to the designated email address for Purchaser’s quotation: [email protected] (the only designated email address), or the signed and sealed quotation document and relevant supporting materials shall be sent to the bid opening site in Conference Room 4 at the Company’s on-site office place by the deadline for quotation. Any late proposal will not be accepted. Any other submission method is invalid.
Note: The final quotation document can be sent to [email protected] only; otherwise the quotation will not be accepted. The title of the email must be “Quotation Document for Environmental Protection Acceptance upon Completion of 2*350MW Coal-fired Power Plant Project of Huadian Sihanoukville Power Generation Co., Ltd. (** Company or Individual)”. Please do not send the final quotation documents repeatedly. Only the last version will be accepted by the Purchaser.
