Bidding Announcement for Security Services of Sihanoukville Company from 2023 to 2025
Huadian Sihanoukville Power Generation Co., Ltd. now conducts open bidding for the security services of Sihanoukville Company from 2023 to 2025. Eligible units are welcome to sign up.
I. Company Profile
Huadian Sihanoukville Power Generation Co., Ltd. (hereinafter referred to as “Sihanoukville Company”) is mainly engaged in the investment, construction, and operation of the Cambodian Sihanoukville 2×350MW Coal-fired Power Plant Project (hereinafter referred to as “Sihanoukville Project”). The Sihanoukville Project is located on the seaside of Sihanoukville, about 15 km northeast of Sihanoukville, Cambodia, facing Kampong Som Bay, Sihanoukville in the north. Sihanoukville is located on the southern coast of Cambodia, bordering Kampot Province in the east and Koh Kong Province in the north, with a highway mileage of about 205 km from Phnom Penh.
II. Bidding Contents
Through bidding, a service provider is selected to provide three-year (from March 20, 2023 to March 19, 2026) security services for the production area, the living area, the Phnom Penh office, and other areas requiring such services of the whole plant in Huadian Sihanoukville Power Generation Co., Ltd. located at Kampenh Town, Stung Hav County, Sihanoukville Province, Cambodia, including but not limited to services such as guard, patrol, protection, order maintenance, safety inspection, safety technical prevention and emergency treatment of safety accidents.
III. Qualification Requirements
1. The Supplier must be an enterprise legal person registered in the Kingdom of Cambodia and provide the business license and the tax registration certificate (with business scope of security).
2. From 2020 to the deadline for this bid, the Supplier shall have at least two security service contracts in Cambodia and must provide a copy of the contracts and relevant supporting documents that can prove the performance and acceptance of the project; However, these documents must reflect key contents such as the project performance in Cambodia, the work contents, counterparties, signing date, signature and seal of the contracts).
3. Joint bidding of any kind will not be accepted.
4. Legal persons, other organizations, or individuals with interest in the Purchaser that may affect the procurement fairness shall not participate in this bid. Different units under the control of the same person or with controlling and management relationships shall not participate in the quotation for the same bid section or the quotation for the same procurement project that has not been divided into sections.
IV. Application and Evaluation
1. The comprehensive scoring method shall be adopted for this bidding, and the quotation documents that do not meet the evaluation requirements will not be evaluated.
2. After reviewing the quotation documents of each bidder as required, the Bid Inviter will select the bidder with the following conditions as the successful bidder.
(1) Pass the qualification examination;
(2) The quotation documents substantially respond to the requirements of the bidding documents;
3. The Bid Inviter does not guarantee that the bidder with the lowest quotation will be selected, nor is it obliged to make any explanation and statement to the unsuccessful bidder.

VI. Bidding Arrangement
1. Distribution of procurement documents: Due to COVID-19, please make contact with the procurement contact person during the announcement for this bidding document, and receive the procurement documents by email. Contact email: [email protected]. Any questions during the procurement process can also be sent to this email address, otherwise, no reply will be given. The title of the email must be the Bid Queries for the Section of Security Services of Sihanoukville Company from 2023 to 2025 (** Company or Individual).
2. Deadline for receiving the response documents: 17:00, March 5，2023 (Cambodia time).
3. Receiving method: The scanned PDF version of the signed and sealed response documents and the editable electronic version of the quotation documents shall be sent to the Bid Inviter’s procurement public email [email protected] (the only designated email), which will not be accepted after the deadline. Any other submission method is invalid.
Note: The final quotation documents can only be sent to [email protected], otherwise, the quotation will not be approved, and the title of the email must be “Quotation Documents for Section of Security Services of Sihanoukville Company (** Company or Individual)”. Please do not send the final quotation documents repeatedly. Only the last version will be accepted by the Purchaser.
